If there are no other contaminants present in the aquifer or if the respective contaminants are present at lower concentrations, the quality of water in the aquifer can be of higher quality than that found in the river. Too many environmentalists have great visions of doom but few practical solutions. I think Brown is overly optimistic but he at least does have a plan that is connected to reality. The most important part of the book is Part III, The Great Mobilization. Specifically, America needs to do a total mobilization of its economic resources as it did for World War II. Nothing less will be adequate. Only a global level he has compiled a budget for what is needed which you can read on page 263. You should read the footnotes for this to see how he got this. He has a global energy plan on page 254. If you want to know more about Brown look up his organization Earth Policy Institute on Google. Hopefully, Obama will heed Brown's advice. Another relevant oxygenate is ethyl-tertiary-butyl ether (ETBE), which has increasingly replaced MTBE. Ethanol is by far the most commonly used alcohol oxygenate and bio-ethanol in particular is being increasingly used as a replacement for other fuel oxygenates. Today the discussion on the increase on corn production to produce bio-ethanol in order to reduce our dependency on oil is in the press. As a consequence corn cultivation started to increase in Europe, the US and Brazil with subsidiary plans from the governments up to 0.4 Euros/liter of biethanol produced. Other alcohols that can be used as fuel oxygenates are methanol and tertiary-butyl alcohol (TBA). It presents the principal characteristic features of the environmental conditions of the sea and their changes in the second half of the 20th century. At present, the principal problems of the Black Sea are related to the estimation of the intensity of the chemical pollution of the sea and its impact upon the biota. Special attention is given to the socioeconomic, legal, and political issues in the Black Sea region. This publication is based on numerous observational data collected by the authors of the various chapters during sea expeditions, on the archive data of several Russian and Ukrainian oceanographic institutions, as well as on a large body of scientific literature, mainly published in Russian editions.
